About the function


The Executive Director (ED) leads the GPPAC Global Secretariat staff and coordinates its Management Team. The ED is responsible to the GPPAC Board, and collaborates and consults with GPPAC International Steering Group (ISG) members. The ED is main contact/spokesperson for donors, media and other external stakeholders.


Main responsibilities are:


  • Coordinate GPPAC Global Secretariat and lead organizational development of GPPAC Foundation.

  • Represent GPPAC in media, and support and participate in GPPAC Lobby and Advocacy.

  • Contribute to vision and thought leadership on civil society and conflict prevention.

  • Initiate and supervise the development of GPPAC’s network governance, strategic plan and policies, based on active membership engagement.

Requirements


Applicant profile: A minimum of 10-15 years of relevant work experience, ideally in a civil society environment. Affinity and experience with lobby & advocacy, program, human resources and financial management. A good understanding of conflict prevention and peace-building in a context of changing global governance and international cooperation. Preferably experience with civil society networking. A team leader, politically- and gender sensitive, with good interpersonal and cross-cultural skills. Fundraising experience and comfortable with donors. Proven communication and writing skills. Able to work under pressure. Committed to the values of conflict prevention and peacebuilding.


Education: Advanced education or University degree in a relevant field

Below is a broad description of activities to be undertaken over the course of the internship.


The intern will:


  • Assist in identifying and writing tender documents;

  • Assist in the acquisition of new contracts;

  • Contribute to ongoing assignments in terms of conducting background research and literature reviews, analysing data, and translating data in user-friendly formats;

  • Manage information and project cycles;

  • Prepare missions for the director and consultants in terms of travel, visas, flights etc.;

  • Prepare training materials;

  • Assist TI staff and consultants with ad hoc administrative tasks;

Qualifications:

The overall purpose of Médecins Sans Frontières (MSF) is to preserve life and alleviate suffering while protecting human dignity and seeking to restore the ability of people to make their own decisions. MSF accomplishes this through the provision of medical aid and a personal commitment to act as witness to events surrounding populations in danger. This work is essentially performed in periods of crisis, when a situation is no longer held in balance and the very survival of a population may be threatened. The underlying basis for realising its objectives is respect for medical ethics, humanistic ideals, human rights and international humanitarian law.


The Public Health Department (PHD) of the MSF Operational Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is responsible for providing strategic direction and integrated advice on medical and public health issues to the field and headquarters. The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective.


The department is made up of a group of generalist Health Advisors (based in Amsterdam and Berlin) and medical and public health specialists (based in Amsterdam and London) so as to provide expert support in a range of fields including infectious diseases, nutrition, paediatrics and reproductive health as well as epidemiology, laboratory, medical supply and water/sanitation.


The strategic vision for MSF-OCA continues to prioritise operations that respond to the medical needs of people in areas of active and chronic conflict. This includes a focus on mental health care for those suffering from the consequences of natural and man-made disasters. In the last five years the focus has been broaden to include also the psychosocial consequences related to chronic diseases (HIV-TB and HCV) and vulnerable groups like people who use drugs. We are also working to improve and expand our services for psychiatric patients within our primary health care activities and to improve adherence to long-term therapy.


Position within the organisation


The Mental Health Advisor (MHA) will be line managed by the Coordinator of Medical Specialists, Public Health Department. The post holder will work in close consultation with the partner MHA on strategic issues and be responsible for support to a specific portfolio of countries. The MHAs work closely together with other specialists and generalist health advisors in providing specific support to project countries.


Main objectives of the post


  • Support implementation of mental health care services in ongoing projects

  • Guide the organisation’s contribution to developments in the field of mental health care in emergency settings

Key outputs expected


The MHA will support the operational realisation of mental health programs within the MSF-OCA strategic framework and safeguard the quality of these programs. This will include:


  • Provide quality and timely support to health advisors and field staff (e.g., medical coordinators and mental health officers) concerning psychosocial care services

  • Support implementation of quality mental health interventions via field support visits including timely submission of a report to the field

  • In case of emergency intervention, assist field teams to prepare and organize short-term psychosocial care activities

  • Support the Human Resources Department in the recruitment, matching and development of Mental Health Officers

  • Ensure consistent application of MSF-OCA mental health strategy through briefing of field staff and routine monitoring of project progress

  • Develop/revise guidelines, protocols, educational tools, and other best practice papers on psycho-social care related topics for use by field staff

· Facilitate at MSF-OCA mental health workshops (including a training on diagnosis and treatment of severe mental health disorders) and deliver modules on the topic at generalist courses


  • Support PHD and field teams in the use and analysis of routine program monitoring information on psychosocial care services

  • Promote culture of patient safety and support application of mental health code of ethics

  • Report on topical developments at control cycle periods

  • Monitor developments in the field of mental health in humanitarian settings and assess relevance for MSF-OCA field projects

  • Participate in all relevant departmental and office-wide meetings

  • Represent PHD/OCA at international meetings (MSF and external)

Candidate criteria


Education and experience


· Psychologist/psychotherapist with a master’s degree or advanced psychiatric nurse with specialization in psycho-social care


· Strong clinical and programming experience in international settings


  • Relevant experience with planning and implementation of mental health interventions in resource poor settings and humanitarian emergencies

  • Commitment and passion for the goals and work of MSF

  • Research skill with publication in peer reviewed journals is an asset

Capacities and skills


  • Fluency in English with excellent writing, communication and training skills; working knowledge of French with ability to communicate directly with staff during field support visits

  • Willingness to spend a significant part of his/her time in the field (approximately 30%) to advise and support projects

  • Proven analytical skills and strategic thinking

  • Strong interpersonal skills: stimulating, innovative, able to motivate and coach people and collaborate with other disciplines

  • Able to work under time pressure on several projects at a time

The advocacy work of MSF is rooted in contexts in which violence, abuse, and political neglect fuel extensive medical and humanitarian crises. In South Sudan, Syria, Yemen, Eritrea, and Myanmar violence against civilians and forced displacement take place against the backdrop of extremely limited state health services.
People fleeing conflict, violence and persecution face a choice between life in refugee camps where assistance provided by aid agencies is often below standards, and the perils of travel to seek asylum in countries with increasingly restrictive policies that often render people vulnerable to smuggling and trafficking networks.
Presently the largest number of people flees their countries of origin since World War II. It is one of the most critical humanitarian crises currently deriving from global dynamics and policies. Displaced people are frequently victims of a combination of insecurity, poverty and deficient access to basic rights and humanitarian assistance.
The failure to adequately offer protection is pushing people towards dangerous routes where they are exposed to abuse, extortion and violence. Many get stuck in inhumane conditions in transit countries and the use of detention with limited access to assistance is increasingly becoming a norm.
The work of MSF must navigate a complex political landscape. The rise of political Islam; the increase in control and restrictions by hosting states; outsourced migration management in exchange for large economic and political benefits, violence against health care personnel; and the ongoing manipulation of both aid supplies and the humanitarian discourse by political and military leaders are all challenges that threaten our ability to operate effectively in many countries.
The Humanitarian Adviser on Displacement is a member of the Humanitarian Affairs team, with Advisers in Amsterdam and Berlin. S/he works closely with the Operational Managers, Humanitarian Advisers and Health Advisers in Amsterdam, Berlin and other MSF sections, but reports to the Head of Advocacy & Operational Communications in Amsterdam.


Main Responsibilities


The work of the Humanitarian Adviser on Displacement in Amsterdam will include support to MSF operations linked to displacement in key countries and along migratory routes, development of organizational positioning, and linked advocacy.
• Support the desk and field teams in identifying critical medical and humanitarian concerns based on a shrewd political, contextual, refugee & forced migration policy and systems analysis;
• Monitor displacement and migration trends, including existing legal frameworks, humanitarian consequences of restrictive policies; access to international protection and assistance, and stimulate thinking and responses in collaboration with Operations, Public Health Department and Management Team;
• Lead the development and implementation of advocacy strategies on displacement & forced migration aiming at a positive change for the patients and communities which MSF serves;
• Act as a sparring partner to the Management Teams in field and in Amsterdam on protection issues, humanitarian principles, legal frameworks for refugees and organizational positioning;
• Advise field teams on the process of the gathering, analyzing and synthesizing information/data to support advocacy goals;
• Provide functional management, guidance and support for advocacy managers and humanitarian affairs officers posted in the field;
• Draft of letters, position papers, briefing documents, reports, etc;
• Sharing MSF thinking and analysis through public debates, workshops and conferences, writing articles and making presentations;
• Developing and maintaining relevant networks, bringing relevant thinking into the organisation;
• Conduct regular trainings for field staff on humanitarian affairs and advocacy.
The position is based at Amsterdam headquarters but travels frequently to the field and to attend relevant events (up to 40% of the time).
Advisor for Displacement will focus on a wide range of contexts and countries including; Central and Eastern Mediterranean Migration routes towards Europe (Syria-Turkey, Eritrea-Ethiopia-Libya-Mediterranean Sea), Migration routes in South East Asia (Myanmar-Bangladesh-Malaysia). The portfolio will change as operations develop in other settings.


Profile Candidate


• Extensive experience on advocacy in the field of humanitarian action, protection, and refugee & forced migration;
• Academic background relevant to MSF’s work, such as international human rights & humanitarian law, refugee law & forced migration, international public health. A Master’s degree is an advantage;
• Strong analytical and advisory skills; Ability to persuade others and spearhead initiatives.
• Proven leadership and strong vision on refugee & forced migration and humanitarian affairs issues, development of related positioning and advocacy objectives;
• Ability to translate complex displacement & forced migration contexts and summarize the core elements into analysis with clear conclusions and recommendations;
• Ability to understand medical data and epidemiological analysis;
• Familiarity with policy making around migration and asylum, as well as with the international architecture and mechanisms for the protection of refugees and migrants;
• Excellent communication and training skills;
• Ability to travel to the field at short notice for periods of up to 6 weeks;
• Proven excellence in written English (published reports, position papers, media articles, etc.);
• Proven ability to act as a spokesperson for the organization, towards the media or in public fora;
• Fluency in English and good working knowledge of French; Arabic an advantage;
• Sense of humor, good team-player, flexible, ability to work independently and under pressure;
• Affinity with the principles and objectives of MSF’s work.

We are working with a global provider of technology services who are offering a rare opportunity for a top US or UK tax litigator to move in-house. Based in our client’s headquarters in Amsterdam and being part of an established legal team, this role will give you the opportunity to work with key stakeholders and senior management team.  Responsibilities will include providing the business with tax advice, analysis and support in particular on a broad range of tax litigation.  This litigation lawyer will also oversee a varied case load and be responsible for dealing with majority of the litigation brought by or against the company and its subsidiaries. 


There will be plenty of work and the opportunity to develop the role in this fast growing business, and taking personal ownership for proactive partnering on litigation matters. The Communication and Fundraising unit is responsible for strengthening the visibility and coherent image of the organization, contributing to a broad social and financial support for TB control in general and KNCV Tuberculosis Foundation specifically. The unit works closely together with other units and divisions within KNCV in order to translate KNCVs mission into its positioning and communication strategy and fundraising opportunities.

Candidate profile
